REST base URL WebSocket URL

Keep the REST base relative — both serve.py and the production nginx config proxy the API so it stays same-origin, and the server sends no CORS headers. Leave the WebSocket URL blank to let the server pick the least-loaded node; set it only to pin one node while debugging.
